I think it makes far more logistic sense to simply have moderators reject bullshit submissions.

A standard of quality has to be initially imposed before members adopt it.

Think about it, seriously: the energy once invested into preparing deliberately incendiary submissions wont be worth spending if the outcome cant be published. It compels members to use their energy wisely, and take political debate seriously.
