Veterans are the grey area in what I said, yes. The major difference is that veterans would be more likely to use that weapon *without* endangering everyone around them. An untrained civilian with an automatic rifle or a submachine gun is as dangerous to himself or herself as anyone else.

I do appreciate the clarity as far as the first paragraph, though.
