SINCE 2004, a federally funded private-school voucher program has of fered a lifeline to a few thousand inner-city kids in Washington, DC. Its initial five-year authorization is up for congressional renewal this week - and the House and Senate Appropriations Committees, chaired by Democrats David Obey and Daniel Inouye,

The bill on the table fails to reauthorize the program for another five-year term, as would be usual. Instead, it only funds the program for another year. Worse, it would grant a new veto power over the program to the DC City Council - so that the program could be killed down the line by either Congress or the City Council.

It's clear that congressional Democrats want this program dead, but are hoping someone else will pull the plug so that they can't be blamed for kicking 1,900 kids out of independent and parochial schools they've come to depend on. Chairman Obey (D-Wis.) has reportedly urged DC Public Schools Chancellor Michelle Rhee to prepare for the return of voucher students to DCPS.

Who are the Democrats hurting with this legislation?  Why do the people hurt by Democrats the most continue to vote them into power? My belief is this is a clear sign of Stockholm Syndrome.

Caroline Hoxby’s study[1] shows that charter school students are more likely to be proficient in math and reading than students in the nearest comparable public school. Overall, charter students have proficiency rates that are 5.2 percent higher than their public school counterparts in reading and 3.2 percent higher in math.

 

Further, Hoxby’s study shows that charter school students’ gains in academic achievement, relative to their public-school counterparts, tend to increase as the charter schools mature. In other words, charter schools are pulling away from public schools in terms of performance. For example, children at charter schools that have been operating for 1 to 4 years are 2.5 percent more proficient in reading than students in the nearest comparable public school. That proficiency advantage increases to 5.2 percent for charter schools open 5 to 8 years, and to 10.1 percent for charter schools operating 9 to 11 years. This indicates that the full potential of charter schools may not be realized until after a number of years of operation.
